Job Overview

GCCM is seeking a detail-oriented and experienced Estimator to support state and federal government construction and infrastructure projects. The Estimator will be responsible for developing accurate, compliant, and well-documented cost estimates, supporting bid preparation, and ensuring adherence to public-sector procurement standards.

Key Responsibilities

  • Prepare detailed and accurate cost estimates for state and federal government construction and infrastructure projects

  • Analyze project drawings, specifications, scopes of work (SOWs), and regulatory requirements

  • Develop Independent Cost Estimates (ICE) and budget analyses in compliance with government standards

  • Lead procurement and bid preparation activities, including:

    • Reviewing RFPs, RFQs, IFBs, and other solicitations

    • Preparing pricing schedules, cost narratives, and supporting documentation

  • Ensure compliance with FAR, DFARS, state procurement rules, and agency-specific requirements

  • Coordinate with project managers, engineers, subcontractors, and vendors to validate scope and pricing

  • Upload, manage, and maintain estimates, bids, and cost data in online estimating and procurement systems

  • Support contract negotiations, bid clarifications, and post-award cost reviews

  • Track historical cost data and maintain estimating databases

  • Assist with change order pricing and cost control throughout the project lifecycle

  • Ensure all estimates meet audit, transparency, and documentation standards required for public-sector projects

Qualifications

  • Experience estimating public-sector or government-funded construction projects

  • Strong understanding of government procurement and bidding processes

  • Familiarity with FAR, DFARS, and public-agency contracting requirements

  • Excellent analytical, documentation, and compliance skills

  • Proficiency with estimating software and online procurement platforms

  • Strong communication and collaboration skills
